Montgomery Release Photo Records
A booking photograph records appearance during arrest processing. It can remain part of an arrest record after jail custody ends, but the image alone does not show whether the person was discharged, transferred, convicted, acquitted, or still held elsewhere. Confirm release with the Montgomery County Sheriff's discharge or transfer timestamp, a court order, or the correct IDOC event.
Illinois FOIA section 2.15 includes a photograph “when and if available” among chronologically maintained arrest information. It also identifies the time and date a person was received into, discharged from, or transferred from agency custody. Availability is not guaranteed, and exemptions or redactions can apply. A request should seek both the image and the custody event so the photo is not mistaken for present status.
Illinois law also limits some law-enforcement mugshot publication on social-networking sites for lower-level matters. That rule is not a blanket ban on every official record or photo request. IDOC applies a different rule and states that photographs of former individuals in its custody are confidential.
Montgomery Released Mugshot Channels
Each photo channel has a narrow scope. The sheriff request is the direct county route. IDOC applies only to state corrections. VINE depends on agency-supplied data, and registries cover only people with a statutory registration duty.

Commercial archives can contain copied and stale images, but they are not official proof and are not linked here. The Bureau of Prisons locator has no mugshot field, and the U.S. Marshals Service says it withholds prisoner photographs. Those federal systems should not be presented as Montgomery County photo sources.
Montgomery Sheriff App Limits
The Montgomery County Sheriff page does not expose a verified online inmate roster, recent-release view, or booking-photo archive. The official OCV mobile app is real, but its current store description documents crime reports, tips, public-safety news, and agency communication. It does not document inmate lookup, recent releases, or mugshots.
The county-hosted promotion image has shown tiles associated with inmate search and other features, yet the current store text does not confirm those functions. App features can change. Verify what the current app offers instead of treating an old promotion as a photo archive. The separate InmateSales link is for funds and video or voice calls, not public mugshot research.

Request Montgomery County Booking Photos
Send a narrow, purpose-neutral request to `Sheriff_FOIA@montgomerycountyil.gov` or the Sheriff's FOIA Officer at 140 North Main Street, Hillsboro, IL 62049. Identify a public record rather than asking the office to research a person's history. No local fee sheet or universal retention period for this exact record was published, so request an estimate and the current retention rule.
- Give the booked name, date of birth if known, booking or case number if known, and a short date range.
- Ask for the booking photograph when and if available under section 2.15.
- Also request the booking number, received timestamp, discharge or transfer timestamp, and recorded disposition.
- Ask for electronic, segregable nonexempt portions and permit lawful redaction.
- If material is withheld, ask the custodian to identify the exemption and release the remaining fields.
Do not request medical information, victim data, juvenile material, security details, or unrelated third-party records. A photo denial and a produced discharge timestamp are separate decisions. Keep the agency's exact wording rather than stating that every booking must yield a public image.
The sheriff record can then be reconciled through the Montgomery County release-record process, including the controlling court entry.
Montgomery Mugshots in News
An official agency news post may carry an arrest, wanted-person, or event-specific image. Such a post is not a complete release archive. It may remain online long after custody changes, and it may never be updated with a later dismissal, transfer, or discharge. Confirm the current record through the sheriff, court, or IDOC before interpreting it.
Commercial mugshot publishers and data archives may display copied images without reliable updates. They are not authoritative and receive no links or endorsement here. A demand for payment does not make the underlying data correct. Use the originating government record for correction and status questions.
A VINE or registry image also needs context. VINE is a notification service, and its photo is optional. An ISP registry photo belongs to a separate statutory duty and does not prove the date or type of release. PRB may supply a recent felony-release photo to an eligible registered person for specified IDOC events, not as a countywide public gallery.
Montgomery Photo Sealing and Removal
Eligible Illinois arrest and case records may be expunged or sealed under 20 ILCS 2630/5.2. Eligibility depends on the disposition, offense, prior record, and other statutory limits. Montgomery County petitions are filed through the Circuit Clerk using current Illinois Courts forms. A sealed or expunged case can disappear from public access even though a custody event once occurred.
Illinois Consumer Fraud Act section 2QQQ addresses certain for-profit publishers that charge to remove or correct criminal-record information. After required notice and correct information, failure to correct within the statutory period can qualify as an unlawful practice, subject to definitions and exceptions. It is not a universal erasure right, and it does not validate a publisher's copy.
For an official image, send the correction or order to the agency that holds it. For an outside publication, provide the relevant disposition or sealing order directly to that publisher without paying an unverified removal service. Never try to recover sealed material through copied commercial mirrors.
Illinois Released Photo Policy Split
Illinois treats county and state-prison photos differently. A Montgomery County arrest-information request can seek a booking photograph when and if available. IDOC, by contrast, says photographs of former individuals in custody are confidential. An image visible while an IDOC profile is current should not be promised after final discharge.
This split is important in Hillsboro because Montgomery County Jail and Graham Correctional Center serve different systems. A county booking photo request goes to the sheriff. A Graham profile is an IDOC record. The physical closeness of the facilities does not give the sheriff authority over Graham photos or give IDOC control of county booking files.
A released county photo and an IDOC image can also come from different events. Compare the name, birth information, booking or corrections identifier, facility, and date before treating two images as the same person. When an official source corrects an identity or status, preserve that wording and do not rely on an older copied image.
Release confirmation still comes first. A sheriff photograph should be paired with the recorded discharge or transfer field. An IDOC image should be read with Offender Status, Last Paroled Date, and sentence-discharge fields. VINE and registry photos can help with identity, but neither supplies a universal Montgomery County release history.
Use factual captions that name the source and record date. Avoid labels that imply guilt, current custody, or a present threat when the image reflects an older booking event.
Note: Pair every Montgomery County booking photo with a dated custody record because appearance at booking never proves a later release outcome.
